Environmental and hydrogeological feasibility

Environmental Studies for Cemeteries and Burial Grounds

We assess the territorial, geological and hydrogeological conditions of land intended for cemeteries and prepare the studies required for their location, design, expansion and operation in Costa Rica.

Regulatory requirements

Cemetery feasibility starts with the site

Before design begins, the location must meet requirements relating to land use, water sources, groundwater levels, geology, slopes and natural hazards .

2,000 m² Regulatory minimum area for a new cemetery.
200 m Regulatory upstream separation from wells or water sources used for human consumption.
Less than 10% Preferred site slope; steeper land requires terraces and slope treatment.
1.5 m Minimum separation between below-ground burial niches and the groundwater table.
Integrated assessment

Meeting the minimum area does not guarantee feasibility

Setbacks, pathways, embankments, drainage, buildings, ossuaries and reserved spaces reduce the area available for burial plots.

The property must therefore be assessed in terms of both environmental conditions and its actual development capacity.

  • Compatible land use.
  • No flooding or landslide hazards.
  • Soils suitable for excavation.
  • Protection of springs and water bodies .
  • Sufficient depth to the groundwater table.
  • Space for setbacks, paths and infrastructure.

This review should be completed before purchasing the property or commissioning the final cemetery design.

Preliminary assessment

We assess whether proceeding with the property makes sense

We combine territorial, environmental and field information to identify restrictions, constraints and opportunities before committing to the main investment.

01 · Land-use planning

Land use

We verify compatibility with municipal land-use plans, zoning and other provisions applicable to the cemetery location.

03 · Physical conditions

Geology and excavability

We analyze soil depth, bedrock, artificial fill and materials that could make excavation difficult.

04 · Natural hazards

Flooding and landslides

We review exposure to flooding, slope instability, erosion, faulting and other conditions that could affect the project.

05 · Preliminary design

Slopes and capacity

We estimate usable land area after accounting for setbacks, paths, terraces, embankments, drainage and other infrastructure.

06 · Infrastructure

Access and utilities

We review road access, drinking water availability, wastewater solutions, stormwater drainage and conditions for administrative buildings.

Assessment outcome

A technical basis for decision-making

The preliminary assessment helps determine whether the project can proceed, needs adjustments or would be better located on another property.

Potentially feasible No critical limitations identified.
Feasible subject to conditions Specific studies or adjustments required.
Uncertain feasibility Further investigation needed.
Not recommended Critical restrictions present.
Groundwater protection

Hydrogeological Study for Cemeteries

The hydrogeological assessment helps determine whether subsurface and groundwater conditions are compatible with the safe operation of the cemetery.

Core technical study

We assess the risk of impact on the aquifer

The study considers site geology, depth to groundwater, permeability and the location of nearby water abstractions.

This information helps identify suitable areas, design restrictions and measures needed to protect water resources.

Groundwater levels must be assessed with due consideration for possible fluctuations during the rainy season.

Contamination risk Aquifer assessment and recommendations.
Groundwater table Depth and potential seasonal fluctuations.
Springs and water bodies Location and relationship to the project.
Water-use inventory Nearby wells, intakes and sources.
Permeability Infiltration capacity of subsurface materials.
Geological layers Characterization, thickness and continuity.
Groundwater flow direction Relationship between the cemetery and nearby water intakes.
Unsaturated zone thickness Separation between burial plots and groundwater.
Design recommendations Risk-reduction measures to guide the project.
Application documentation

Environmental studies tailored to each site

Beyond hydrogeology, a project may require studies addressing geology, natural hazards, drainage, stability, archaeology and other environmental components.

Environmental assessment

SETENA environmental approval

Preparation of the D1 form and the appropriate environmental assessment instrument, depending on project characteristics and impacts.

Subsurface conditions

Geological study

Characterization of materials, bedrock depth, excavability, fill and conditions that may affect burial areas and other works.

Site safety

Natural hazards

Assessment of flooding, landslides, erosion, faulting and other processes that could compromise the project.

Water management

Hydrology and drainage

Assessment of runoff, stormwater discharge, drainage systems, receiving channels and potential flood conditions.

Cultural heritage

Archaeological assessment

Site review and coordination of archaeological assessments when construction involves excavation or earthmoving.

Environmental compliance

Project follow-up

Environmental Management Plan , response to official requests, environmental responsibilities and construction-stage monitoring where applicable.

Permitting

We coordinate environmental and health requirements

Studies must be integrated with the site authorization application, health approval of plans, construction plans and conditions established by SETENA.

  • Site authorization from the Ministry of Health.
  • Environmental approval by SETENA.
  • Hydrogeological study .
  • Documentation for health approval of plans.
  • Responses to institutional requests.
  • Monitoring of environmental commitments.

Final study requirements depend on the project location, design, scale and environmental conditions.

Scope of services

Projects we can assess

Our services cover new cemeteries, expansions, existing facilities and projects introducing complementary services.

New developments

New cemeteries and burial grounds

Site assessment, environmental and hydrogeological studies, and coordination of requirements for developing a public or private cemetery.

  • Property pre-feasibility assessment.
  • Studies for SETENA and the Ministry of Health.
  • Design recommendations.
New phases

Methodology

How we approach the project

We organize work in phases to identify critical restrictions first, then develop the necessary studies and permitting procedures.

Pre-feasibility

We review location, land use, water sources, physical conditions and key restrictions before moving forward with the property.

Studies and environmental design

We carry out the environmental assessment, hydrogeological study and required technical components to guide cemetery design.

Permitting and follow-up

We compile documentation, respond to institutional requests and support environmental compliance throughout project development.

Early decisions

When should the assessment take place?

We can assist from site selection through expansion, regularization or the introduction of new services at an existing cemetery.

Before buying the property To identify restrictions before making the investment.
Before preparing plans To incorporate environmental conditions from the design stage.
When wells or springs are present To assess separation distances, groundwater flow and potential impacts.
When groundwater depth is uncertain To establish the available depth for burial niches.
Before expanding a cemetery To assess the new area and existing permits.
When an authority requests information To prepare studies or respond to technical requests.

Early assessment makes it possible to adapt the project before investing in designs, earthworks or properties that may have incompatible conditions.
