Environmental Assessment for Special Projects

Gas Stations and Hydrocarbon Projects

We assess the environmental, territorial and hydrogeological feasibility of sites and coordinate the studies needed to develop gas stations, on-site fuel storage tanks and other fuel storage projects in Costa Rica.

Review Before Investing

A Gas Station Project Starts with Site Feasibility

Before purchasing a property or preparing final plans, it is essential to determine whether the location can meet the project’s land-use, environmental, hydrogeological and road-access requirements.

Land-Use Compatibility

We review permitted land uses, local development plans and restrictions applicable to a gas station or fuel storage facility.

Distances and Setbacks

We assess proximity to other gas stations, hazardous facilities, power lines, water bodies and features subject to legally required separation distances.

Access and Circulation

We assess access from national or local roads, visibility, vehicle movements and the space needed for safe unloading from fuel tanker trucks.

Aquifers and Water Sources

We identify wells, springs, protection areas, groundwater depth and conditions that could increase the risk of aquifer contamination.

Natural Hazards

We consider flooding, shallow groundwater, unstable ground, faulting and other hazards that could affect tanks, piping or operational continuity.

Available Space and Utilities

We review water availability, drainage, sanitation and adequate space for tanks, dispensers, buildings, setbacks and internal traffic.

An early review helps identify constraints before investing in land acquisition, mechanical and electrical design, or construction permits.

Protecting Soil and Water

Environmental and Hydrogeological Project Assessment

Fuel storage requires an understanding of subsurface conditions and measures to prevent potential impacts on soil, surface water and aquifers.

Technical Scope

Studies Tailored to the Site and Project Characteristics

We assess location, storage capacity, operating arrangements and the environmental sensitivity of the surrounding area to determine the studies and measures to include in the application.

The scope may include an environmental assessment before SETENA, a technical opinion from SENARA, geological and hydrogeological studies, management plans and monitoring programs.

Final requirements depend on project scale, location, stored fuels and site-specific environmental conditions.

SETENA Environmental Assessment D1 form and applicable environmental instrument.
SENARA Technical Opinion Hydrogeological assessment required for the project.
Geology and Hydrogeology Subsurface conditions, aquifers and groundwater flow direction.
Contamination Risk Potential pathways for hydrocarbon migration.
Spill Management Environmental prevention, containment and response.
Monitoring and Follow-Up Soil and water monitoring and oversight of environmental commitments.
Service Scope

Projects We Can Assess

Our services cover new facilities, modifications, on-site fuel tanks and properties where hydrocarbons are currently or have previously been stored.

New Development

New Gas Stations

Preliminary site feasibility, environmental assessment, hydrogeological studies and coordination of requirements for developing a new gas station.

  • Initial Property Assessment.
  • Studies for SETENA and SENARA.
  • Technical Coordination of the Application.
Existing Facilities

Modifications and Expansions

Assessment of renovations, new fuel types, facility expansions and replacement of tanks or components that may change previously authorized conditions.

  • Review of the Proposed Modification.
  • Environmental Updates or Amendments.
  • Construction-Phase Monitoring.
On-Site Use

Fuel Tanks for Own Use

Facilities used to fuel company vehicles, machinery or equipment in agricultural, industrial, construction or transport activities.

  • Assessment of Tank Location.
  • Environmental and Containment Conditions.
  • Documentation for Authorization and Registration.
Environmental Investigation

Closure and Contamination Assessment

Investigation of soil and groundwater at sites undergoing closure, purchase, sale or redevelopment where fuels have been stored.

  • Review of Site History and Current Conditions.
  • Soil or Water Sampling Where Applicable.
  • Recommendations for Control or Remediation.
Scope to Be Defined

Other Hydrocarbon Storage Projects

We also assess commercial, industrial and service facilities requiring fuel storage. Scope depends on capacity, operating arrangements, location and environmental risk.

Discuss Your Project
Application Coordination

A Project Involving Several Authorities and Disciplines

Environmental approval is only one part of the process. Projects also involve land-use, road access, construction, health, mechanical, electrical and operational requirements.

MINAE and DGTCC Project submission, technical conditions and requirements relating to the gas station concession.
SETENA and SENARA Environmental assessment, project approval and hydrogeological site assessment.
Municipality and MOPT Land-use compliance, building permits, required alignments and access authorizations based on road jurisdiction.
CFIA, Fire Department and Health Authorities Plans, professional responsibilities, fire safety, certifications and sanitary operating permits.
Geo Costa Rica’s Role

We Coordinate Environmental and Territorial Requirements

We prepare studies within our areas of expertise and integrate their findings with the other technical components required for the project.

This helps align site selection, design and environmental measures from the earliest stages.

  • Initial Identification of Applicable Studies and Procedures.
  • Preparation of Environmental and Territorial Information.
  • Coordination of Hydrogeological Requirements.
  • Responses to Institutional Requests and Clarifications.
  • Integration of Environmental Commitments into the Project.
  • Monitoring During Construction or Operation.

Permits and authorizations are issued by the competent authorities according to each project’s specific circumstances.

Methodology

How We Approach the Project

We organize the work in stages to identify critical constraints first, then carry out the studies and administrative procedures actually needed for the project.

Definition and Preliminary Feasibility

We identify the facility type, fuels, capacity, location and current project stage. We then review critical site conditions before proceeding with the main investment.

Studies and Coordination

We conduct the required environmental, geological and hydrogeological studies and coordinate their integration with design and other technical requirements.

Permitting and Follow-Up

We submit the relevant documentation, respond to institutional requirements and support environmental compliance during construction or operation.

Early Decisions

When Should the Assessment Be Conducted?

We can become involved from site selection through modification, monitoring or closure of an existing facility.

Before Purchasing Land To identify constraints and potential reasons a site may be unsuitable.
Before Preparing Plans To integrate environmental constraints into the design.
During Environmental Assessment To prepare studies or respond to SETENA requirements.
When a SENARA Opinion Is Required To evaluate aquifers, wells, springs and contamination risks.
Before Modifying Fuel Tanks To determine whether existing permits or commitments need to be updated.
When Contamination Is Suspected To investigate potential impacts on soil or groundwater.

The earlier site conditions are assessed, the greater the opportunity to adapt the project and avoid redesign, unnecessary studies or investment in an unsuitable property.
