Water Well Drilling Permits through the Water Directorate
Geo Costa Rica manages water well drilling permit applications before the MINAE Water Directorate in Costa Rica and can coordinate the technical development of a new well: initial site assessment, hydrogeology, selection of an authorized drilling contractor, application documentation, follow-up, drilling, pumping tests and subsequent water concession procedures.
Need to drill a well in Costa Rica? We can coordinate the technical and administrative process
Geo Costa Rica manages water well drilling permit applications before the MINAE Water Directorate and coordinates the components required to develop a new groundwater abstraction well according to each project's particular characteristics.
We assess the starting point
We review the property, water needs, known hydrogeological conditions, nearby wells and restrictions that may affect development of a new abstraction well.
We manage the Water Directorate process
We prepare technical and location information, coordinate the parties involved and follow up on the application and any applicable requests for additional information.
We coordinate the following stages
We can coordinate an authorized drilling contractor, geology, technical supervision, pumping tests, hydrogeological studies and continuation of the application toward authorized water use.
Is drilling a well on this property worthwhile?
Before investing in drilling, it may be advisable to assess the property's groundwater potential and initially identify areas with more favorable known hydrogeological conditions.
Reduce uncertainty before drilling
A preliminary assessment may combine geology, hydrogeology, nearby wells, known depths, water levels, reported yields, springs, topography and relevant territorial conditions.
This information supports an initial interpretation of subsurface conditions and helps identify comparatively favorable areas for drilling investigations.
We can help you compare and select an authorized drilling contractor for your project
Geo Costa Rica is not tied to one drilling contractor or to the use of its own drilling equipment. We can assess different options and support the client in making a technical and financial selection before submitting the application.
Identify alternatives
We can identify authorized contractors capable of drilling the well according to the project's characteristics and location.
Review scopes and quotations
We compare estimated drilling depth, drilling method, materials, contracted scope, included work and relevant financial terms.
Select before applying
The permit application must identify the contracted drilling company and the responsible geologist, making this decision part of preparing the application.
The drilling permit authorizes the exploratory stage of the new well
In Costa Rica, applications to drill into the subsurface for groundwater investigation, exploration and use are managed through the MINAE Water Directorate.
Authorizes drilling
The authorization allows exploratory drilling at the location and under the conditions approved by the Water Directorate.
Authorizes water use
The right to use groundwater is determined later based on well results, pumping tests, applicable studies and the corresponding administrative decision.
The drilling application is submitted together with the water concession application
The procedure begins before the Water Directorate with both applications linked. However, obtaining the exploratory drilling permit does not mean the water from the new well may already be used on a permanent basis.
The well must first be drilled, the corresponding technical information obtained and the required stages completed so that the Water Directorate can determine authorization and conditions for water use.
The application must correctly identify the property, well, project and responsible parties
Not every project requires exactly the same additional investigations, but the application must contain the applicable admissibility information and accurately identify the proposed drilling point.
From identifying a water need to developing a new well and advancing toward a concession
The drilling permit is one stage of a larger process. Geo Costa Rica can assist from the initial evaluation through the generation of information needed to proceed toward authorized groundwater use.
Water needs
We establish which project requires water and for what purpose.
Site review
We analyze the property, surroundings, existing records and known restrictions.
Technical scope
We determine which investigations are advisable before applying.
Prospecting
When appropriate, we assess hydrogeological potential to guide site selection.
Drilling contractor and geologist
We compare options and coordinate the required responsible parties.
Documentation
We prepare the technical and administrative components of the application.
Application
We manage the linked drilling permit and concession applications before the Water Directorate.
Follow-up
We respond to requests for clarification or additional information within the contracted scope.
Permit
Once exploratory drilling is authorized, we coordinate the start of work.
Drilling
The contractor drills the well and the responsible professional documents the findings.
Pumping and studies
We assess the well and conduct additional studies where required.
Water use
The file progresses toward a decision on the conditions of the water concession.
After drilling, we need to know how the well was built and how it performs
Drilling provides previously unavailable information: actual depth, encountered materials, aquifer zones, water levels, well construction and hydraulic response during pumping.
Final Drilling Report
Documents the drilling method, depth, encountered materials, hydrogeological conditions, construction details and technical characteristics of the new well.
Pumping Test
Shows how the well and aquifer system respond to controlled extraction, relating discharge, drawdown and recovery.
View Pumping TestAdditional studies
The well's location and results may require further investigations before water use can be authorized.
New well results determine which additional studies may be needed
These studies should not be commissioned automatically. They are included when justified by a specific location issue, well behavior or technical requirement of the procedure.
Interference Between Wells and Water Bodies
Assesses whether pumping from the new well could hydraulically affect nearby water intakes or water bodies.
View Interference StudyReduction of the Operational Protection Radius (ROP)
When an operational setback limits land use, a potential reduction may be technically assessed under the applicable regulatory framework.
View ROP Reduction StudyHydrogeological studies
Where a more detailed understanding of the aquifer, water levels, flow or interaction with other wells is needed, we define the appropriate study.
View Aquifer and Water Abstraction StudiesDrilling permits are processed through the Water Directorate
For a new well, the MINAE Water Directorate administers the drilling and water-use procedure. Other institutions may issue technical opinions during the stages established by the applicable regulatory framework.
Water Directorate
Manages the application, decides on the exploratory drilling permit and subsequently determines the conditions for authorization and water use.
SENARA
Participates as applicable through institutional consultations and technical opinions within its groundwater-related responsibilities.
AyA or the competent water operator
Certain uses, particularly public water supply, may require additional opinions or documentation.
The water concession also requires the corresponding environmental approval from SETENA
The drilling permit is processed through the Water Directorate. However, proceeding toward a groundwater concession also requires the corresponding environmental approval from SETENA.
Drilling Permit
The Water Directorate administers the application and decides whether to authorize exploratory drilling for the new well.
Environmental Approval
The environmental assessment must address the proposed water use and be clearly linked to the well for which a concession will subsequently be requested.
Water Concession
With the well's technical results and the corresponding environmental approval, the application may progress toward a decision on water-use rights.
The well permit and environmental approval are separate procedures that converge at the concession stage
To proceed with the groundwater concession, the Water Directorate requires environmental approval covering the proposed water concession and clearly identifying the corresponding well code.
For this reason, it is advisable to coordinate project details, expected water supply and environmental procedures from an early stage, rather than treating the SETENA and Water Directorate files as disconnected processes.
Geo Costa Rica can coordinate the full technical development of a new well
Our service may begin before choosing a drilling site and continue after the well is built, with the scope adapted to the client's actual project stage.
After drilling, the application progresses toward authorization for water use
The new well must provide the information needed to establish its performance and support the conditions under which groundwater may be used.
Drill
Build and document the authorized well.
Assess
Carry out pumping tests and other applicable studies.
Resolve
Complete the institutional stages that define water-use rights.
Permits and new well development in Costa Rica
What permit do I need to drill a well in Costa Rica?
Drilling into the subsurface to investigate, explore or use groundwater requires a well drilling permit from the MINAE Water Directorate.
Who can process the drilling permit?
Geo Costa Rica can technically prepare and manage the application before the Water Directorate, coordinating the geographic information, professionals and drilling contractor required by the procedure.
I need a well. Can Geo Costa Rica coordinate the entire process?
Yes. Depending on the contracted scope, Geo Costa Rica can coordinate the initial assessment, hydrogeological studies, selection of an authorized drilling contractor, application, follow-up, drilling, pumping tests and subsequent technical stages.
Does Geo Costa Rica drill wells?
Geo Costa Rica does not operate as a drilling company. We manage and technically coordinate the project and can arrange the physical drilling work with an authorized contractor selected for the project.
How can I tell whether drilling a well on my property is worthwhile?
A preliminary hydrogeological assessment may review geology, nearby wells, depths, water levels, known yields and other records to reduce uncertainty and identify potentially favorable locations. It does not guarantee a particular yield.
Can I choose the drilling company?
Yes. The client may select an authorized company to carry out the drilling. The selected company must meet the conditions applicable under the Water Directorate procedure.
Can Geo Costa Rica help compare drilling companies and quotations?
Yes. We can help identify authorized alternatives and compare drilling methods, scope, technical conditions and costs to support the client's decision.
Does the drilling permit guarantee that water will be found?
No. The permit authorizes exploratory drilling under specified conditions. Neither the permit nor a preliminary hydrogeological assessment can guarantee that a new well will yield a specific flow rate.
Can I use the water immediately after drilling the well?
Not automatically. After drilling, the new well's technical documentation, pumping test and any applicable studies must be submitted. Use of the water is subject to authorization and a concession issued by the Water Directorate.
Do I first need to apply for a separate permit from SENARA?
No separate SENARA drilling permit should be assumed. The new well application is filed with the Water Directorate. SENARA subsequently participates through any applicable technical opinions within the procedure.
If a well already exists or your needs are different, another procedure may apply
There is already a well on the property
It is advisable to review the well's background records, documentation and current condition before assuming it can be used for a new project.
Existing Wells and Water UseI need to use a water source legally
A concession defines the conditions under which surface water or groundwater may be used.
Water ConcessionMy situation requires another procedure
The Water Directorate also handles concession-related procedures, water bodies, watercourses, discharges and other water-resource matters.
View Water Directorate ProceduresNeed to develop a well but unsure where to start?
We can initially review the property, water needs and available records to determine how best to proceed with site assessment and the drilling permit.
