SENARA General Technical Opinion
Geo Costa Rica provides technical assistance with applications for the SENARA General Technical Opinion, preparing and organizing the project information required for its assessment. SENARA reviews the available hydrogeological information and issues the corresponding technical opinion.
What is a SENARA General Technical Opinion?
It is a general assessment carried out by SENARA of the hydrogeological conditions in the area where a project is proposed.
To prepare the General Technical Opinion, SENARA uses the project description and characteristics, together with existing hydrogeological information for the area under assessment.
This allows the project to be assessed in its hydrogeological context and SENARA to issue the appropriate institutional technical opinion.
The General Technical Opinion should be distinguished from the Detailed Technical Opinion, for which the applicant submits a site-specific hydrogeological study prepared for the project, which SENARA then reviews.
When might a General Technical Opinion be required?
The need for an opinion depends on the project, its location and the administrative procedure under which a hydrogeological assessment is requested.
When another authority requests SENARA's opinion
Some environmental, land-use or administrative procedures may require SENARA's assessment, depending on the particular characteristics of the project.
When the project needs to be assessed in relation to groundwater
The site's location, available hydrogeological information and nature of the activity may make it necessary to establish the relevant institutional opinion.
When SENARA needs to understand how the project will be developed
The assessment requires a sufficiently clear project description, including its design, projected density and percentage of site coverage.
Not every project automatically requires a General Technical Opinion. Geo Costa Rica can review the request received, the location and the project's characteristics to identify the appropriate technical procedure.
What does SENARA assess when issuing the General Technical Opinion?
SENARA relates the project's characteristics to the hydrogeological information available for the area where the project is proposed.
How does the project relate to the area's hydrogeological conditions?
The General Technical Opinion enables SENARA to assess the project using available information on the hydrogeological setting and issue the corresponding institutional technical opinion.
If the available information cannot adequately answer a specific hydrogeological question, a different level of investigation may need to be considered.
How does Geo Costa Rica support a General Technical Opinion application?
Our contribution is to prepare the project correctly for assessment, compile the necessary territorial information and provide technical support throughout the SENARA procedure.
We review the requirement and the project
We examine the location, background information, proposed activities and reason why SENARA's opinion has been requested.
We organize the technical information
We prepare the project information, maps, location, design and other documents needed to submit a clear, consistent application.
We submit the application and follow up
We arrange the submission and monitor the procedure, coordinating responses to requests concerning the information provided, when applicable.
Prepares and manages
- Initial case review.
- Organization of project information.
- Mapping and location.
- Preparation of documents.
- Submission and follow-up.
- Technical responses to case-file information requests.
Assesses and issues the opinion
- Receives and reviews the application.
- Consults existing hydrogeological information.
- Assesses the project in its hydrogeological context.
- Issues the institutional General Technical Opinion.
General Technical Opinion vs. Detailed Technical Opinion
Both are issued by SENARA, but are based on different levels of hydrogeological information.
Existing hydrogeological information
SENARA assesses the project using hydrogeological information available for the area and issues its technical opinion.
- Based on existing institutional information.
- Requires an adequate description of the project.
- Does not start from a comprehensive site-specific hydrogeological study submitted by the applicant.
- The opinion is issued by SENARA.
Site-specific hydrogeological study
The applicant submits a site-specific hydrogeological study prepared to the required technical scope. SENARA reviews it before issuing its opinion.
- Requires specific hydrogeological investigation.
- May include fieldwork and specialized analyses.
- Geo Costa Rica can prepare the technical study.
- SENARA reviews the study and issues the opinion.
If you are not sure which procedure applies, you do not need to decide before contacting us. We can review the requirement and available information to guide the next step.
What information is needed to get started?
SENARA needs to clearly identify where the project will be developed and its main characteristics.
Project location
- Property location.
- Survey plan or other available property information.
- Area where the project will be developed.
Description and design
- Type of project or activity.
- Plan showing the proposed design.
- Projected density.
- Percentage of site coverage.
Administrative documents
- Relevant application form.
- Documents required by SENARA.
- Proof of payment of the current institutional fee.
- Request received from another institution, if applicable.
Send us the document before preparing additional information
If SETENA, a municipality or another authority has indicated that you must submit SENARA's opinion, we can first review the request to determine what information is needed and avoid unnecessary work.
Questions about SENARA's General Technical Opinion
These are some of the most common questions when a project needs hydrogeological guidance or an opinion from SENARA.
What is a SENARA General Technical Opinion?
It is a technical assessment and opinion issued by SENARA on the hydrogeological conditions in the area where a project is planned, based on the information available to the institution and the project's characteristics.
Who issues the General Technical Opinion?
The official General Technical Opinion is issued by SENARA, through the technical department responsible for hydrogeology.
Does Geo Costa Rica carry out SENARA's General Technical Opinion?
No. Geo Costa Rica can review the case, prepare the project's technical, mapping and documentary information, manage the application and provide follow-up. SENARA conducts the assessment and issues the General Technical Opinion.
Do I need a hydrogeological study to request a General Technical Opinion?
The General Technical Opinion relies on existing hydrogeological information for the area and the project description. A comprehensive site-specific hydrogeological study belongs to a different level of assessment and is not automatically required for every General Technical Opinion.
What is the difference between the General and Detailed Technical Opinions?
For the General Technical Opinion, SENARA primarily examines existing hydrogeological information. For the Detailed Technical Opinion, the applicant submits a site-specific hydrogeological study that SENARA reviews before issuing its opinion.
What information do I need to apply for a General Technical Opinion?
Key information includes the project description, location, design plan, projected density and percentage of site coverage, together with the application form and administrative documents required by SENARA.
What happens if existing hydrogeological information is insufficient?
Depending on the technical question and institutional requirement, additional information or a more detailed local hydrogeological investigation may be needed. This should not be assumed automatically for every project.
Can Geo Costa Rica manage the procedure before SENARA?
Yes. Geo Costa Rica can review the case, prepare project information, organize the documents, submit the application and provide technical follow-up until SENARA issues its opinion.
Related procedures and studies
The General Technical Opinion is part of a wider hydrogeological context. Depending on the case, further studies or procedures may be needed.
SENARA Detailed Technical Opinion
For cases requiring the submission and review of a site-specific hydrogeological study prepared for the project.
Hydrogeological Vulnerability Reassessment
Local investigation to determine whether the existing vulnerability classification adequately reflects the site's actual hydrogeological conditions.
Hydrogeology and Groundwater
Studies to understand aquifers, groundwater flow, water abstraction, recharge, vulnerability and other hydrogeological issues affecting a property or project.
Have you been asked to obtain a SENARA General Technical Opinion?
We can review the requirement, location and project characteristics to prepare the information correctly and manage the application before SENARA.
If you have already received an official letter, request for additional information or institutional requirement, send it together with the available property and project documents.
