SENARA Hydrogeological Procedures
Geo Costa Rica provides technical application support and hydrogeological studies for SENARA procedures, from preparing General Technical Opinion requests to local hydrogeological studies for Detailed Technical Opinions and vulnerability reassessments.
SENARA conducts the institutional review and issues the official technical opinions. Geo Costa Rica prepares documentation, performs the applicable studies and provides technical support throughout the application process.
What can Geo Costa Rica manage before SENARA?
We focus on procedures where our hydrogeological expertise adds direct technical value to the project.
Clients generally approach SENARA because they need a hydrogeological technical opinion, have been asked to provide a local hydrogeological study , or because an aquifer's vulnerability classification is affecting their project.
Before commissioning studies or submitting applications, Geo Costa Rica can review the requirement, location, available information and project characteristics to identify the most appropriate technical route.
Hydrogeological procedures and applications before SENARA
Geo Costa Rica's SENARA services address three clearly differentiated needs.
SENARA General Technical Opinion
For projects that require a SENARA opinion based primarily on existing hydrogeological information and the characteristics of the proposed development.
- Initial case review.
- Project information and description.
- Mapping and site location.
- Application preparation.
- Submission and follow-up.
SENARA Detailed Technical Opinion
For cases requiring a site-specific hydrogeological study prepared by the applicant and subsequently reviewed by SENARA.
- Local hydrogeological investigation.
- Fieldwork when applicable.
- Conceptual hydrogeological model.
- Vulnerability and recharge.
- Application management and responses to requests.
Hydrogeological Vulnerability Reassessment
A local investigation to determine whether the existing vulnerability classification accurately represents the site's actual hydrogeological conditions.
- Review of existing mapping.
- Local hydrogeological characterization.
- Conceptual model.
- Vulnerability assessment.
- Technical basis for institutional review.
Not sure which procedure or study you need?
The document or issue prompting the inquiry usually helps identify the most likely technical pathway.
Start by reviewing the General Technical Opinion
If there is not yet a requirement for extensive local investigation, the first step is to identify the appropriate type of institutional inquiry.
Consider the Detailed Technical Opinion
When local hydrogeological characterization is required, the application may need a more in-depth technical study.
Review existing information first
An unfavorable classification does not automatically mean it can or should be changed. First, establish whether there is a technical basis for a local investigation.
Send us the requirement first
Reviewing the document before commissioning studies helps establish what the institution actually requires and avoids unnecessary investigations.
Geo Costa Rica adds value before and during SENARA's review
We do more than submit documents. We analyze the issue, develop the necessary technical components and organize the information so that the application is consistent from a territorial and hydrogeological perspective.
What does Geo Costa Rica do, and what does SENARA do?
Distinguishing the consultant's work from the institution's role avoids confusion about the scope and outcome of the procedure.
Prepares, studies and manages
- Conducts an initial case review.
- Prepares project information.
- Develops mapping and territorial analyses.
- Performs hydrogeological studies when required.
- Prepares technical reports.
- Manages submission.
- Responds to technical requirements relating to its study.
Reviews and issues the opinion
- Receives the institutional application.
- Assesses the relevant information.
- Reviews submitted studies when applicable.
- May request additional technical information.
- Determines the institutional hydrogeological opinion.
- Issues the official technical opinions.
Geo Costa Rica does not issue SENARA Technical Opinions and cannot guarantee a favorable outcome. Our role is to prepare, investigate and technically substantiate the application for institutional review.
SENARA, the Water Directorate and SETENA have different responsibilities
The same project may involve several institutions, each acting within its own area of competence.
Hydrogeological technical opinion
Provides technical assessments of groundwater conditions within the applicable procedures.
Water use and permitting
Handles well drilling permits, water concessions and other procedures concerning the use and administration of water resources.
Environmental assessment
Assesses projects, activities and works under the applicable environmental approval procedure.
For example, a well drilling permit is not primarily requested from SENARA: it falls under the Water Directorate, although SENARA may provide technical input when applicable.
What types of projects may require a SENARA opinion?
The need for an opinion depends on the project's characteristics, location and applicable administrative procedure.
Real estate and urban development projects
When the site's hydrogeological conditions require specific assessment under the applicable procedure.
Projects that could affect groundwater
Certain activities may require a more detailed assessment of vulnerability and groundwater protection.
Service stations and fuel storage
These projects may require coordination and specific hydrogeological assessments within their environmental review, depending on current regulations and case characteristics.
Questions about SENARA procedures
Straightforward answers to common questions from property owners, developers and professionals.
What procedures can Geo Costa Rica manage before SENARA?
We focus on technical support for General Technical Opinions, preparation of hydrogeological studies for Detailed Technical Opinions, and studies for hydrogeological vulnerability reassessment.
Does Geo Costa Rica issue SENARA Technical Opinions?
No. Geo Costa Rica prepares the documentation, conducts technical studies and can manage the application. SENARA issues the official opinion.
What is the difference between a General and Detailed Technical Opinion?
The General Opinion relies primarily on existing hydrogeological information and project characteristics. The Detailed Opinion requires a local hydrogeological study provided by the applicant.
Does SENARA process well drilling permits?
Drilling permits are processed through the Water Directorate. SENARA may provide technical input within the procedure when applicable.
Can a property's hydrogeological vulnerability classification be changed?
Local conditions may be reassessed to determine whether the existing classification accurately reflects the site. The study may confirm it or provide technical support for a different interpretation; a change is not guaranteed.
I was told I need SENARA approval, but I do not know which procedure applies. What should I do?
Send us the official letter, request for additional information or other requirement, along with the location and project description. We can review the case first and advise on the appropriate procedure.
Do all projects need a SENARA Technical Opinion?
No. The requirement depends on the project, its location, the hydrogeological conditions and the applicable institutional procedure.
Can Geo Costa Rica respond to SENARA requests for additional information?
Yes. We can review the request technically and, when it relates to our study or application, prepare the information needed to respond.
Hydrogeological studies that may support the assessment
Depending on the application, an investigation may require several specialized technical components.
Hydrogeological Study
Aquifer characterization, geology, water levels, groundwater flow and a conceptual hydrogeological model.
Aquifer Vulnerability
Assessment of groundwater susceptibility to potential contamination processes.
Protection, travel time and interference
Protection zones, travel times, capture zones, well interference and interactions with water bodies, as applicable.
Have you been asked for a SENARA opinion, study or application?
Send us the property's location, project details and the institutional requirement you received. We can review the case first to determine the appropriate procedure or study.
Geo Costa Rica combines hydrogeology, geology, mapping and territorial analysis with technical follow-up of the application.
