SENARA Detailed Technical Opinion
Geo Costa Rica prepares local hydrogeological studies for a SENARA Detailed Technical Opinion, integrating field investigation, geology, hydrogeology, mapping and territorial analysis. SENARA reviews the study and issues the official Detailed Technical Opinion.
What is a SENARA Detailed Technical Opinion?
It is the procedure through which SENARA reviews a local hydrogeological study submitted by the applicant and issues a technical opinion on the hydrogeological conditions associated with the project.
Unlike a General Technical Opinion, a Detailed Technical Opinion requires a site-specific investigation and a hydrogeological interpretation supported by local data.
The study may combine existing background information, field reconnaissance, geology, inventories of wells and springs, groundwater levels, hydraulic properties, mapping, vulnerability, recharge and other analyses appropriate to the site and project.
The objective is not merely to produce separate datasets, but to understand how the local hydrogeological system works and assess its technical relationship with the proposed project.
When might a Detailed Technical Opinion be required?
A Detailed Technical Opinion becomes relevant when a case requires local hydrogeological characterisation that cannot be resolved using regional information or existing records alone.
When a local hydrogeological study is requested
A project may be required to characterise the aquifer, vulnerability, recharge or other site conditions in greater detail.
When existing data cannot answer the question
Local conditions may call for targeted investigations to adequately understand the hydrogeological behaviour of the site.
When a particular hydrogeological question must be answered
Vulnerability, recharge, wells, springs, protection zones, groundwater flow or the project's interaction with water resources may require local assessment.
A Detailed Technical Opinion should not automatically be assumed necessary for every project. Before undertaking an extensive investigation, review the official request, available background information and the specific technical question that needs an answer.
What can the hydrogeological study include?
The scope depends on the project, site conditions and applicable technical terms of reference. Not every case requires exactly the same analyses.
Geological and hydrogeological characterisation
We examine geological units, subsurface materials, structures, hydrogeological conditions and their relationship with the aquifer units present.
Wells, springs and water intakes
We combine existing data with field verification of water sources, intakes, levels and other evidence needed to interpret the system.
Groundwater dynamics
Where the data and scope allow, we identify relationships between hydrogeological units, water levels, flow direction and hydraulic properties.
Vulnerability and potential impact pathways
We assess the aquifer's susceptibility to infiltration and contaminant transport in light of local hydrogeological conditions.
Recharge and water dynamics
We assess recharge processes and other components of the water system when they are needed to understand aquifer behaviour.
Relationship between the project and the hydrogeological setting
Finally, we integrate the findings to assess the project within the conceptual hydrogeological model developed for the site.
How does Geo Costa Rica conduct the study?
Our work combines background research, field investigation, hydrogeological analysis and geospatial tools to develop a coherent interpretation of the system.
Review of existing information
We examine mapping, geology, wells, springs, previous studies, institutional records and project characteristics.
Direct site investigation
We carry out the verification, measurements and observations needed to complement and cross-check existing information.
Hydrogeological and spatial analysis
We integrate data using GIS, maps, cross-sections, spatial analysis and hydrogeological tools.
Development of the conceptual hydrogeological model
We organise findings into an interpretation of hydrogeological units, groundwater flow, recharge and the relationships relevant to the project.
Technical report and submission to SENARA
We document methods, results, maps, interpretation and conclusions to prepare the study for institutional technical review.
The conceptual hydrogeological model
The study must explain how groundwater is stored and moves through the area, rather than merely compiling independent observations.
The conceptual hydrogeological model integrates geology, aquifer units, groundwater levels, flow direction, recharge, discharge and other elements required to understand the system.
This model provides the basis for interpreting vulnerability, travel times, protection zones and the project's relationship with water resources.
Study quality depends on consistency between the data and the conceptual model. A sound hydrogeological interpretation must explain the overall system and provide a technical basis for its conclusions.
Groundwater vulnerability, recharge and protection
These analyses help explain the hydrogeological system's sensitivity and the factors to consider when assessing a project.
Aquifer susceptibility
We analyse the conditions that influence how easily a substance could move from the ground surface into groundwater.
Water entering the system
We assess recharge processes and contributing areas when this is part of the agreed study scope.
Water intakes and transport
Depending on the case, travel times, protection zones, capture zones and relationships with nearby water sources may be analysed.
Does the existing vulnerability classification fail to reflect actual site conditions?
In certain cases, a more detailed local characterisation can provide technical evidence of the site's actual hydrogeological conditions.

How does the process work?
The hydrogeological study is one technical stage in a process that continues through submission, institutional review and resolution.
General vs. Detailed Technical Opinion
The main difference is the depth of hydrogeological investigation supporting SENARA's assessment.
Existing hydrogeological information
SENARA evaluates the information available for the area and the characteristics of the submitted project.
- It does not begin with an exhaustive local hydrogeological study.
- The project's information must be properly defined.
- SENARA performs the institutional assessment.
Local hydrogeological investigation
The applicant submits a site-specific hydrogeological study, which SENARA reviews technically.
- May require field investigation.
- Includes local hydrogeological interpretation.
- Geo Costa Rica can prepare the study.
- SENARA issues the Detailed Technical Opinion.
What do we need to review or quote your case?
Before defining costs and scope, we need to understand the proposed project, its location and the existing technical requirement.
Location and property information
- Site location.
- Cadastral survey plan, if available.
- Approximate area.
- Available mapping information.
Characteristics of the proposal
- Type of project.
- Available design or preliminary plans.
- Intended land use.
- Relevant water supply and sanitation information.
Institutional documentation
- Official letter or request for additional information received.
- Request from SENARA or another institution.
- Available previous studies.
- Previous case-file records, if any.
If you have received an official request, send it first
Reviewing that document before defining the scope helps identify the technical question the study needs to answer and any additional information required.
Questions about SENARA Detailed Technical Opinions
Straightforward answers to common questions when SENARA requires a local hydrogeological investigation.
What is a SENARA Detailed Technical Opinion?
It is the technical opinion SENARA issues after reviewing a local hydrogeological study submitted by the applicant and assessing the hydrogeological conditions associated with the project.
Who prepares the hydrogeological study?
The study is prepared by the technical team hired by the applicant. Geo Costa Rica can carry out the investigation, analysis, mapping and reporting required for submission.
Does Geo Costa Rica issue the Detailed Technical Opinion?
No. Geo Costa Rica prepares the hydrogeological study and may manage the application file. SENARA conducts the institutional review and issues the official Detailed Technical Opinion.
What does a hydrogeological study for SENARA include?
The scope varies, but may include geology, an inventory of water sources, groundwater levels, aquifer dynamics, a conceptual hydrogeological model, vulnerability, recharge and other technically required analyses.
Is fieldwork always necessary?
Scope must be defined based on existing information, hydrogeological conditions and the question to be answered. A detailed study usually requires sufficient local data to support its conclusions.
What is the difference between the General and Detailed Technical Opinions?
The General Technical Opinion primarily relies on existing hydrogeological information. The Detailed Technical Opinion is based on a local hydrogeological investigation submitted by the applicant and subsequently reviewed by SENARA.
Can SENARA request clarifications or additional information?
Yes. SENARA may issue requests during its review. When these relate to a study prepared by Geo Costa Rica, we can assess them and prepare the corresponding technical response.
I have received an information request from SENARA. Can you review it?
Yes. We can review the request, previous studies and case file to determine what additional information, corrections or investigation may be needed.
Does the study guarantee a favourable opinion?
No. The study provides a technical basis for assessment, but review and the official opinion are exclusively SENARA's responsibility.
What should I send to request a quote?
Ideally, the location, property survey plan, project information, available previous studies and any official correspondence or requests related to SENARA.
