Water Directorate Procedures in Costa Rica
Geo Costa Rica manages procedures before MINAE's Water Directorate throughout Costa Rica.
We assist with well drilling permits, surface water and groundwater concessions, official water body determinations, works in watercourses, wastewater discharge permits, well sealing, renewals and amendments to existing concessions, hydropower concessions, water user associations, and related applications.
When an application requires technical support, we can integrate hydrogeology, water resource studies, mapping, fieldwork, territorial analysis, and other relevant assessments.

View Other ProceduresNot sure which Water Directorate procedure you need?
You can describe your situation without knowing the formal name of the administrative procedure. Geo Costa Rica can review the technical and administrative background to determine which application is appropriate.
“I have a well”
We first establish whether this involves a new drilling project, an existing water use, a concession requiring attention, or a well whose legal and technical status needs investigation.
“I have a spring or stream”
This may involve an official water body determination, a water concession, a protection zone, construction works, or a particular site constraint.
“The Water Directorate sent me an official notice”
We check what the authority is requesting, what information is already available, and whether additional documents, studies, or clarifications are needed.
“I bought a property with a water concession”
We review the registered holder, validity, source, authorized flow, use, and conditions before recommending a procedure.
“I need to cross a stream”
We first assess the proposed intervention, the watercourse, and required technical evidence before identifying the appropriate procedure.
“I need to discharge from a treatment plant”
We review the treatment process, final disposal, receiving water body, and discharge point before preparing the permit application.
Does Geo Costa Rica only manage paperwork?
No. Many Water Directorate procedures depend on a technical understanding of the source, aquifer, watercourse, flow, terrain, or current project conditions.
Hydrogeology
Wells, aquifers, groundwater levels, interference effects, protection zones, and water intake behavior.
View Hydrogeological StudiesFlow and availability
Flow measurements, pumping tests, demand, hydrology, and source assessment when an application requires an understanding of water availability.
View Source and Demand AssessmentsMapping and GIS
Locations of properties, wells, springs, watercourses, works, discharge points, and other features relevant to the application.
View Mapping and Spatial AnalysisHydrology and hydraulics
Flows, catchments, water levels, and hydraulic behavior when works or conditions in a watercourse require analysis.
View Hydrological StudiesOn-site verification
Field visits, georeferencing, photographs, measurements, and verification of actual site conditions.
Environmental assessment
When a proposed water use or development also requires environmental assessment and coordination with SETENA.

What stage has your project or water use reached?
I need to develop or use a water source
If the project requires a new well or intends to use surface water or groundwater, the process may begin with a drilling permit, water concession, or preliminary technical assessment.
A well, source, or concession already exists
If water use is already established, it is best to check the holder, validity, source, flow, intended use, and history before proposing a renewal, amendment, or closure.
A river, stream, or spring affects the project
It may be necessary to clarify the water body's official status, assess restrictions, or analyze works within the channel.
The project does not fit a standard procedure
Hydropower, collective water use, rainwater harvesting, agricultural drainage, and other applications may require a specific approach.

Water Directorate procedures in Costa Rica
Which Water Directorate procedures can Geo Costa Rica manage?
Geo Costa Rica handles well drilling permits, surface water and groundwater concessions, official water body determinations, works in watercourses, wastewater discharge permits, well sealing, renewals and amendments of existing concessions, hydropower concessions, water user associations, and other MINAE Water Directorate procedures.
Who can help with Water Directorate procedures in Costa Rica?
Geo Costa Rica provides technical consulting, application preparation, and procedural support before MINAE's Water Directorate, including coordination of technical studies when required.
Does Geo Costa Rica handle Water Directorate procedures throughout Costa Rica?
Yes. We work with projects nationwide, combining case-file reviews, mapping, and technical analysis with fieldwork when necessary.
I don't know which procedure I need. Can Geo Costa Rica review my case?
Yes. You can share the location, documents, case number, official notice, or simply explain the situation. Geo Costa Rica can review the background and identify the applicable procedure.
Does Geo Costa Rica only submit forms, or does it also carry out technical studies?
Geo Costa Rica can combine administrative support with hydrogeology, water resource assessments, mapping, hydrology, territorial analysis, fieldwork, and other technical studies as required by the application.
Which technical studies might be required for a Water Directorate procedure?
This depends on the procedure and project. Potential studies include hydrogeological assessments, pumping tests, river and spring flow measurements, hydrological and hydraulic studies, source and demand assessments, and technical mapping. Not every application requires every study.
Can Geo Costa Rica review an existing case file?
Yes. We can review applications, decisions, concession holders, sources, flows, uses, validity periods, and available records to establish the current status and appropriate next steps.
I received a request for additional information from the Water Directorate. Can you help me respond?
Yes. Geo Costa Rica can examine the notice point by point, distinguish administrative from technical requirements, prepare or coordinate the necessary information, and assist with submission.
Does Geo Costa Rica guarantee approval?
No. Geo Costa Rica can assess, prepare, document, and provide technical support for the case, but the decision rests with the Water Directorate and other competent authorities.
Can I submit a Water Directorate application myself?
Many procedures can be initiated directly by applicants through the official system, provided they meet the applicable requirements. Professional technical assistance is particularly useful when studies, mapping, official requests, existing case files, or complex site conditions are involved.
I have a well but don't know whether it is legal. What should I do?
First, the well's technical and administrative status and available institutional records should be reviewed. A property owner's lack of documents does not, by itself, establish that the well is illegal.
I bought a property, but the concession is still in the previous owner's name. What procedure do I need?
Start by reviewing the existing concession. A change in ownership may require a transfer or change of concession holder under the procedures for existing concessions.
I have a spring or stream on my property. What procedure do I need?
It depends on what you need to resolve. You may need an official determination of the water body, assessment of site constraints, authorization to use the source, approval for works in the channel, or another procedure. The first step is to identify the technical and administrative question.
Need to complete a procedure before the Water Directorate?
Tell us about your situation. We can review the case, identify the applicable procedure, and determine which documents or technical studies should be prepared before proceeding.
